THE NEWER REGIONAL OFFICE SUMMARY OF BENEFITS, REPLACING FORM 20-5455, GROSSLY MISLEADS THE VETERAN AND OTHERS ABOUT BENEFITS.
VA form 20-5455 was an invaluable tool to the veteran and anyone helping the veteran since it showed the following information: (1) All service connected disabilities awarded to the veteran including Diagnostic Code, (2) Dates of original award and each increase, (3) a year-by-year chronology of the veteran's total disabilities, and (4) A list of all the veteran's claims that were denied containing dates and Diagnostic Codes. The new "Summary" shown below grossly misleads the veteran as to his benefits because of its lack of information and inclusion of page two.
A veteran contacting a Congressional Member about having a low rating of 10 percent will find that the Regional Office (RO) will provide this new "Summary" to Congress clearly showing on page two ("VA Benefit Details") that the veteran has already been awarded INDIVIDUAL UNEMPLOYABILITY, PERMANENT AND TOTAL DISABILITY, AND SPECIAL MONTHLY COMPENSATION FOR HOUSEBOUND AND AID AND ATTENDANCE.
Of course, the veteran has not been awarded any benefits except for ten percent.
My guess is that this new "Summary" is designed to confuse congressional members by telling Congress that the veteran has already been awarded Individual Unemployability (TDIU), P&T disability, and Special Monthly Compensation. A veteran rated ten percent receives $130.94 per month while a veteran granted TDIU, P&T, and SMC would receive approximately $3,000 per month. Many neoconservatives consider disabled veteran's benefits as "welfare".
